2025-06-26国家卫生健康委、财政部、国家中医药局和国家疾控局联合发布《关于做好2025年基本公共卫生服务工作的通知》文件，文件中明确做好2025年基本公共服务内容，其中第五项工作内容是“推进电子健康档案向个人开放”。“推进电子健康档案向个人开放”任务工作提出“要依托省级全民健康信息平台，加强电子健康档案首页管理规范建设，推进有关业务系统与电子健康档案的条块融合和信息共享。持续推进电子健康档案向居民个人开放应用，包括电子健康档案首页基本内容，健康体检、重点人群健康管理服务记录和其他医疗卫生服务记录等。推动以省为单位将电子健康档案首页数据向国家平台归集。2025年，以县（市、区）为单位向居民个人开放比例要达到70%。”
同时，阿里也推出独立的”AQ”健康应用APP，AQ只是是支付宝健康管家应用，现在独立了。与其前身相比，除了与支付宝、医保、在线挂号等功能外，其核心功能增加了为AI就诊咨询、报告解读、名医AI分身等。此外，腾讯旗下的腾讯健康也成长为综合医疗服务平台，两大具体在医疗健康、尤其是面向C端的个人健康管理具有天然的优势。
对于作为“居民”的个人，我们后面可以持续收集个人的健康体检资料、就诊记录、临床资料、检查检验报告、运动手环手表血糖仪等物联网设备收集健康数据，依托健康管理工具，构建个人的健康数据房产，利用人工智能进行个人健康诊断。尤其是亚健康、慢性病患者尤其需要及时监测个人健康数据，避免突发性疾病的发生，如脑溢血、心肌梗死等。
除了对个人健康负责外，国家现在将“数据”提升为和“土地”一样的生产要素，全国推进数据要素化、资产化，“健康数据”的价值尤其凸显。之前我们经常听到的“统方”行为，其实就是非法将医疗数据变现的一种行为。作为个体，尤其是就诊记录具有一定的经济价值。未来无论是卫健委、医疗机构都会积极推进数据资产建设，无论如何涉及患者的个人隐私都会需要患者的“授权”。国家、地方医疗卫生监管部门、医疗机构都开始重视数据要素，作为个人更应该意识到我们还有“健康房产”。
