1.费用控制指标
2015年卫健委（当时称卫计委）曾发文《关于印发控制公立医院医疗费用不合理增长的若干意见的通知》，通知中明确列出了“门诊病人次均医药费用”、“住院病人人均医药费”用等21个相关指标作出监控对象。
此外，公立医院绩效考核的指标体系中也涉及相关指标，如“38门诊次均费用增幅”、“39门诊次均药品费用增幅”、“40住院次均费用增幅”、“41住院次均药品费用增幅”等。
2.模拟数据
均次费类的费用控制指标属于复合指标，由门诊人次、住院人次分母和各类费用作为分子等构成，由此我们可以构造部分科室类似的分子分母数据，计算均次费。下面是门诊均次费的分子、分母示例；住院均次费类似。

3.1趋势分析
2025年国家三级公立医院绩效监测操作手册对费用控制指标的指标导向是逐步降低，即均次费的增幅理想是逐步降低的。套用物理学概念，该指标可以理解为加速度是逐步减低，加下来的运动规律可能是速度仍然在增加，当加速度减少到0到负数，速度才开始降低。用时间趋势来看均次费，无论门诊或者住院的均次费用可能会略有增长，但长期肯定是降低的。下图是模拟的内科门诊次均费用每日折线图和全院住院次均费用月度趋势柱形图，不同科室、不同（单）病种都可以绘制类似的趋势跟踪图。
3.2科室排名及费用结构
有观点认为对不同疾病、科室进行“平均住院日”等进行排名没意义，不同疾病复杂程度不同，诊疗手段不同本身具备特色属性。但“排名”从古至今已经深入骨髓。“均次费”也一样会被排名。
此外，包括门诊和住院，从总体的均次费用到药品、耗材、化验、检查等单项费用的均次费计算也就成为了单项费用监控的必然。
3.3监控阈值
很多情况下，对指标进行监控通常会设置一个比价的对象，或者阈值。假设某医院门诊均次费阈值设为800，那么各科室的均次费与该数值进行比较，从宏观上看超过阈值的科室分布情况、或者时间分布情况。当然更精细化的处理，每个科室会设置自己的监控目标，时间上观察与目标的差距情况。
3.4医疗服务费用情况
药品、耗材零加成等政策，RBRVS绩效方案等，都在间接促进医院提升医疗服务费用占比，体现医生医疗技术水平价值。对医疗服务费用占比的监控、排名等则可以从数据层面反应各科室在这一点上的表现。
3.5趋势预测
现在时间序列数据预算算法很多，可以用来对未来指标的发展趋势作出一定预算，尤其是监控指标，可以根据预测的结果结合业务判断是否采取一定的干预管理措施，来扭转指标的发展趋势。
