医护比、护患比是医疗资源配置的核心指标，在各类重点专科建设中也都提到该科室的医护配置比例。那么具体什么样的医护配置，或者护理资源配置才是合理的呢？关于医护比，在三级医院综合能力建设等相关标准中或多或少有数值约束。
1.护理依赖因素
患者的病情、护理费用及护理效果都会对患者的护理情况有所体现。例如，对疾病严重程度进行分级，那么病情严重的患者则需要消耗更多的护理资源，例如ICU病房的患者，几乎时时刻刻都需要医护人员的关注。再如，手术切口愈合的情况，也可以间接反馈护理情况，甲级愈合的患者理论上得到更细致的护理；再比如住院天数特别长的患者，消耗过多医疗资源的同时也必然消耗更多的护理资源。
2.护理消耗指标
护理资源消耗可以用一些定量的指标进行反馈，如护理费用占比、日均护理费用、平均护理费用、患者满意度等。这些指标可以真实反应一个患者得到的护理资源情况。护理质量评分，是一个综合的指标，综合反馈一个患者最终护理的结果情况。以手术患者为例，切口愈合等级和住院天数成为度量护理结果的主要因素，也可以通过这两个结果指标来构造护理质量综合评分。
3.科室资源消耗对比
以护理质量评分、平均护理费用为度量指标，病例数代表气泡大小，可以绘制各科室在护理质量和平均费用上的分布图。这样的气泡图可以反馈一些科室在护理资源消耗方面的分布与区别情况。一方面，护理质量评分（可以根据管理目标自定义）相对较低的加强日常护理管理，提高护理质控。另一方面，可以根据各科室患者在护理依赖度上的分布情况，合理配置护理资源、辅助一些护理排班等。
如果需要对各科室不同护理资源消耗依赖情况的质量评分进行比较，可以通过分组直方图的方式进行展示（科室较多，热力图也是一种更好的展现形式）。
